ceives that the expenditure is exceeding the

sanctioned estimates, or believes that the pro-

gress or quality of the work is unsatisfactory

its intervaħtion will be beneficial. The more

however that the intervention is exercised through

the Consulting Engineer, the stronger will be the

position of the Government.

16. It is essential that everything not of

a confidential character or obviously unsuited

to appear in official correspondence which has

to be dealt with in correspondence between Con-

sulting Engineer and Resident Engineer shall be

included in the letters transmitted through the

Colonial Recretary. If this is not the case,

and such matters are dealt with privately or

unofficially, the tendency is to weaken the con-

fidence of the Government and to cause it to inter-

fere in matters which it would have preferred to

leave alone had it, from correspondence passing

through its hands, seen that they were receiving

consideration from those responsible.

17.

Such stores and materials as are ob-

tained from outside the Colony are ordered through,

the Crown Agents for the Colonies, the necessary

indents being prepared by the Resident Engineer and

passed in the same way as the rest of his corres-
